Bors never stops waiting for CI

We've seen this several times when using bors with clap. Here is a recent example. Unfortunately, it doesn't look like the dashboard tracks the waiting state, so I can't debug what might have gone wrong.

Anyone have an idea of how we can debug and fix this?

We are also seeing this intermittently. Some times it works but most of the time nothing will happen once CI completes.
